A.      The Associação COOPERATIVE DISABILITY Timor-Leste (Timor-Leste Disability Association) is the cooperative organization for disabled people’s organization and non-profit based-organizations that working in the disability sector in CCDTL aims to lead advocacy movement to create space for attitudinal, environmental and institutional changes, removes of barriers to social inclusion and to ensure better services to disabled people and their family.

This strategic planning aims to help  to set-up its direction, target group and priority area for the next five years. It was develop based on the  objective as specify in its statute which is to promote and protect the rights of people with disabilities, advocate for removal of barriers to disabled people, empower disabled people’s organizations as well as organizations working for people with disabilities, support people with disabilities engagement in the national development program.

1)       Awareness raising through community outreach, media campaign, training and capacity building to sensitize public on the rights of CCDTL  to social protection, participation and development, and elimination of discrimination, abandonment and negligence.

2)       Improve access to public spaces such as school, hospitals, public building, arts, sport, cultural and religious facilities.

3)       Mobilise  participation in public life through arts, cultural and para-sports activities as well as public talk to raise issues and problems of

A.    TARGET GROUPS AND BENEFICIARIES

 

 work and the work of each member organization is defined to reach a maximum of disabled people in urban and rural area. The number of beneficiaries in this aspect developed based on the data sited from CCD-TL Membership Assessment1. It was identified that if services of one particular member organization would reach out some between 20 to 50 people and 100 to 500 disabled people and their families depending on the size of the organization. Overall, most of organizations reported that they have secure adequate information regarding how many disabled people and their families that has been reached throughout their work. It was estimated that a total of almost ten thousand people were benefited by the work of all organization in last 3 to 5 years.

 

Based on census 2010, the total number of PWDs is reportedly 4.6% or around 48,243 people. Somehow the number has been dropped down to some 38,118 in the Census 2015. ADTL estimates that when all resources is well mobilized, each member organization is well established and services to disabled people is improved, then problems solving is clear and it is optimistic that the number of beneficiaries will be increased in the next 5 years.

 

Nevertheless, ADTL will utilize the current number as a basis for its planning. The target groups would be all types of disabilities such as mute/deaf, mobility disability, visually disabled, mental and intellectual disabilities as well as people living with leprosy, chronic tuberculosis, elderly and children of disabled person.

 

On the other hand, by looking at the number of staff who are working in each organization, it reflect the need for an adequate program planning to response to the needs for increasing of professional staff with disability to work in all organization working in the area of disability.

The biggest challenges as identified in the membership assessment and it was also shared during the strategic planning workshop is related to the problems around organization management, funding constrains and unskilled staff. Lack of skilled staff is related to the situation where disabled people has no opportunities to access to education and employment. Almost all disabled people get their first job from the organization they are associated with. And, lack of skilled staff would likely to hinder organization to move forward. In addition, number of organization experiences threat associated with unsecure premises to work, some organization have to move several times from one place to another. More are fear of uncertainty of political atmosphere and the lack of institutional expertise within the government agencies around what should be the best approach to mitigate social problems facing by disabled people and their families. More agencies still disposed
